The Order node changes the order in which its inputs are composited.
By default the input images are composited left-to-right, the same way as any other node. You change the order by adding keyframes to the Order node's XSheet column, and then using the Key Properties. Ensure the keyframe is selected, choose View > Properties, and click on the Key tab:
Select an image and use the Up, Down, Top and Bottom buttons to move it up or down the image ordering. Repeat this until the order of the images is correct.
The keyframe also shows you the order, so you can see what the node does without having to open the Key Properties. For example, with two inputs the compositing order of the node's inputs from top to bottom is:
